Lawmakers and physicians, in a panel sponsored by the American College of Cardiology, pledged to work for physician payment reform, citing a system that currently pays for quantity, not quality, care. Sen. Tom Coburn, R-Okla., a family physician, said steps are needed to address medical liability, to revise billing codes to consider time spent with patients and outcomes, and to create pilot programs that reward physicians who order fewer tests without decreasing the quality of care.
