The White House is pushing to ratify two international treaties regarding toxic chemicals. Both treaties -- the Stockholm Convention on Persistent Organic Pollutants and the Rotterdam Convention on Prior Informed Consent, which went into force in 2004 -- delegate to countries the power to limit manufacturing and importing of high-risk toxic chemicals. Lawmakers should hasten the passage of chemical legislation that would give the U.S. a say on global chemical rules, Sen. Frank Lautenberg, D-N.J., said.
