Advocacy groups last week filed a class-action lawsuit on behalf of California students in special education over cuts in state reimbursements for mental-health services. Gov. Arnold Schwarzenegger cut the funding on Oct. 8 as part of a line-item veto. The lawsuit claims the cuts violate federal law, but a spokesman for the governor said responsibility for the students' mental-health services ultimately belongs to the schools.
