Facilities for oil and natural gas exploration and production are not accustomed to the Environmental Protection Agency's new greenhouse-gas reporting requirements, said Khary Cauthen, the director of federal relations at the American Petroleum Institute. "In many ways, the levels of emissions don't usually fall under many programs, as opposed to a major coal-fired power plant," Cauthen said. API is also concerned that the cost of following and reporting such requirements might have been miscalculated.
