The National Association of Insurance Commissioners on Thursday approved new medical loss ratio rules, which AHIP CEO Karen Ignagni said would "reduce competition, disrupt coverage, and threaten patients' access to health plans' quality improvement services." HHS Secretary Kathleen Sebelius said the rules, which call for insurers to spend more premium revenue on patient care, were reasonable and achievable. Sebelius said the HHS will use the recommendations to draft their MLR guidelines.
