The Congressional Oversight Panel has released a report about the Troubled Asset Relief Program that criticizes the role of Fannie Mae and Freddie Mac in administering the program, particularly home-mortgage-modification efforts. The panel questioned the Treasury Department's decision to use the mortgage giants to administer the Home Affordable Modification Program. The report also critiqued the Treasury's substantial use of contractors to administer TARP.
