More money is needed from donors to pay for troops, helicopters and logistical support for the African Union peacekeeping mission in Somalia in order to consolidate recent gains against Islamist insurgents, the UN Security Council said Thursday. The council also characterized growing Somali piracy as a "grave threat," with the country's prime minister testifying that both pirates and Islamists could hijack oil tankers for use in large-scale terrorist attacks.
