The Texas city of El Paso this year increased the required surety bond for construction work to $50,000 -- to protect consumers, but some contractors who have been unable to obtain those bonds are upset. City Engineer Alan Shubert said that it's better for consumers if contractors working in the city have the financial strength necessary to get a $50,000 bond. John Rindt, a JDW Insurance executive who oversees the surety-bond division, said most of his bond clients have been able to get bonds.
