European carriers are unlikely to follow the lead of AT&T and Deutsche Telekom in creating larger telecoms, according to analysts who say the era of "empire building" among them is over. They cite stringent regulatory oversight as well as the desire among shareholders to keep telecoms leaner. In Canada, the deal market has also dimmed, but bankers say that's because carriers are waiting for the government to loosen rules limiting investments from foreign companies.
