Sen. Chuck Schumer, D-N.Y., who heads the Democrats' public relations operations, may be starting to win over voters in the battle on the possible shutdown of the federal government, experts said. "I think the Democrats have a message strategy which is if the shutdown occurs, it can be blamed on the lunatics in John Boehner's attic rattling their cages and the Republican Party has become the captive of a cult," said Ross K. Baker, a professor of political science at Rutgers University.
