As lawmakers in Michigan and other states consider new ways to evaluate teachers, experts and educators are trying to determine how best to go about it. The current trend is to connect teachers' evaluations in part to students' scores on standardized tests, but many are worried about the variables involved. "There is no good teacher evaluation system out there," said high-school teacher Dan Quinn. "Just using test scores (of students) is no good. And just using classroom observation is no good either."
