Xcel Energy is offering to build a wind farm for Boulder, Colo., in an effort to keep the city from forming its own electric utility. Under Xcel's offer, the price of the wind power would rise over 20 years to $41.93 per megawatt-hour. Xcel's rate proposal, which starts at $29.36 per megawatt-hour, is "below what I've seen in the last five years," said Eric Blank, a consultant for the city.
