In 2010, China spent 3.69% of its GDP on education, and plans call for the country to spend 4% in 2012, officials say. The Ministry of Education already has started 37 new programmes as well as 425 test programmes and is providing compulsory education to more students, including migrant pupils. The government also has increased spending on school buildings, with plans to build teacher dormitories and to improve school safety.
