About 7,354 megawatts of wind power capacity are under construction since the start of the third quarter of 2011, the most in a single quarter since before the downturn in 2008. The recent boom in wind projects is due to the Treasury Department's Section 1603 program and the Production Tax Credit for wind farms, said Elizabeth Salerno, chief economist and director of industry data and analysis for the American Wind Energy Association.
