The rules also allow drillers to get disclosure exemptions for proprietary chemicals that are considered trade secrets, but such exemptions can be appealed by property owners affected by the fracking site. The rules should add a "relatively minor" cost to drillers at about $100 per well for data-entry expenses, according to the commission.
