AT&T will offer Huawei's Impulse 4G smartphone -- its first offering from the Chinese manufacturer -- for the cut-rate price of $29.99 with a two-year contract. The Android-powered handset, which will be available at AT&T stores starting on Sept. 18, includes a 5-megapixel camera, 3.8-inch touch screen and GPS navigation. For an additional $15 a month, subscribers can add 200 megabytes of data under AT&T's Data Plus plan.
