Law enforcement agencies have used grant money available after the Sept. 11 attacks to improve emergency response communications, but additional upgrades that would enable people to send texts, photos and video to 9-1-1 await congressional action on reallocation of the 10-megahertz D-block radio spectrum. The Bipartisan Policy Center says the D-block allocation is needed to fulfill 9/11 Commission recommendations for a nationwide interoperable network.
