Royal Dutch Shell will announce this year where it will build its multibillion-dollar petrochemical facility, a company spokeswoman said. The project could create 17,000 jobs and $16 billion in private investment, according to a report. Shell is concentrating on West Virginia, Pennsylvania and Ohio for the project, and West Virginia officials "intend to compete with the last breath in [their] body to attract one or more crackers" to do business in the region, said Keith Burdette, the state's secretary of commerce.
