California Gov. Jerry Brown signed a bill to allow rabies vaccination exemptions for pets at risk for severe reactions from the vaccine but vetoed the provision that would mandate all pets in state shelters be microchipped before being adopted. Brown said his veto was related to the cost of such a measure, though supporters disagreed with the governor's calculations, noting the $300 million spent annually to run the state's facilities could be reduced if lost pets could easily be reunited with their owners.
