Explosions at oil and natural gas storage-tank sites over the past 30 years have claimed the lives of dozens of teenagers and children, according to a report from the Chemical Safety Board. The agency wants the oil and gas industry to take measures, including applying safer tank-design features, to avert more incidents. "We look forward to reviewing this report and its recommendations, and continuing to improve safe operations," said Reid Porter, a spokesman for the American Petroleum Institute.
