Setbacks from potential drilling sites to residences and other protected areas in Southlake, Texas, will remain at 1,000 feet, the Southlake City Council ruled. The ordinance, however, bans hydraulic fracturing during June, July and August because of the technique's water consumption. "It still allows for the drilling by the mineral owners and capturing that value, as well as puts in significant safeguards for those who have surface interests," Mayor John Terrell said in describing the rule.
