Seven states diverted some of the 9-1-1 fees they collected to non-9-1-1 purposes in 2010, according to the Federal Communications Commission's third annual report to Congress on funding distribution. NENA president Rick Galway said misusing 9-1-1 funds jeopardizes critical systems and breaks trust with citizens. He called on Congress and states to stop diversions and ensure that 9-1-1 systems "have the funding necessary for the technological upgrades necessary" to keep pace with public expectations and the needs of first responders.
