Experts say companies should invest in long-term employee-development programs to improve engagement; however, the problem is that neither workers nor employers are willing to devote the time and trust needed to make these programs work, Paul Hebert writes. As a result, companies fall back on offering short-term incentives that aren't very effective at improving engagement, Hebert writes.
