Japanese utilities have started to reach out to communities to widen support for nuclear energy in the aftermath of the Fukushima Daiichi incident, observers say. Kansai Electric Power has been holding safety discussions with Shiga and Kyoto prefectures, said Makoto Yagi, the utility's president. While there aren't any nuclear plants in the prefectures, the adjacent Fukui prefecture houses 13 reactors.
