President Barack Obama signed an extensive payroll tax-cut measure that includes language to accelerate the federal government's decision on TransCanada's Keystone XL pipeline. Under the bill, the Obama administration must make a decision within 60 days. The provision "simply shortens the review process in a way that virtually guarantees that the pipeline will NOT be approved," said Dan Pfeiffer, White House communications director, in an Internet post.
