Union Pacific's $418 million investment to construct a refueling facility and an intermodal yard near the Santa Teresa Port of Entry in New Mexico is expected to create construction jobs for more than 1,000 people, writes Jerry Pacheco. Earthwork started in August and at times the machinery involved required $35,000 worth of diesel a day. About 37,000 feet of pipe was laid to move the water needed for the work. Phase 2 has started and will include "installing the horizontal infrastructure and buildings."
