This year will be "pivotal" for employee-benefits regulation because the constitutionality of the 2010 health care law will be considered by the Supreme Court, says Frank McArdle of Aon Hewitt. Congress is expected to take little action with regard to benefits pending the high court's action, experts say. "I think things will be frozen until the Supreme Court rules," says J.D.
