Pennsylvania officials say they have offered undisclosed economic incentives to Shell Oil as the state competes with Ohio and West Virginia to land the company's planned ethane cracker. "We're going to get a new look from a lot of industries," said state economic-development official C. Alan Walker, adding that such a development would lead to the state's "revitalization and reindustrialization." Shell says it may also build plants to process chemicals such as ethylene glycol and polyethylene.
