Plans for a new Keystone XL pipeline route that steers clear of Nebraska's Sandhills region will be ready within weeks, said Alex Pourbaix, president of energy and oil pipelines for Transcanada. The construction of the project's southern portion, which stretches from Cushing, Okla., to Texas, could start by early summer, and TransCanada will likely be able to meet a 2015 completion deadline for the pipeline despite permitting setbacks, Pourbaix said.
