President Barack Obama didn't actually approve anything when he stated that he would speed up the construction of the southern leg of TransCanada's Keystone XL pipeline, which will run from Cushing, Okla., to Texas, said Rep. Lee Terry, R-Neb. Both states have already cleared the project's permits and there was no federal oversight involved except for the water permits from the Army Corps of Engineers, he said. "The point of this is that him taking credit for any construction of this pipeline from Cushing to Port Arthur, [Texas,] is like the rooster taking credit for the dawn," Terry added.
