Federal and state tax incentives, as well as concerns over rising energy prices, are fueling an increase in residential-scale wind projects in Iowa, officials and observers said. Small-scale wind turbines are "starting to spring up," said Jasper County Zoning Administrator Larry Ryan. The turbines' pre-engineered components mean no additional inspections are needed at the local level and makes them easy to install, Ryan said. Small wind is "a good fit for society nowadays," said Sherman Swank, who installed a wind turbine at his residence near Newton, Iowa, three years ago.
