The unproven technology of floating offshore-wind turbines makes it difficult to project cost estimates for offshore wind farms situated in waters beyond the reach of fixed turbines, writes columnist Gerard Wynn. Floating offshore turbines in the U.K. could generate power for 14.5 cents per kilowatt hour "post 2020," according to the U.K.-based Energy Technologies Institute. However, ETI Director of Strategy Andrew Haslett admitted that the cost "could be a lot more" than that.
