State education chiefs are resisting a proposal by Education Secretary Arne Duncan to allow districts to apply for No Child Left Behind waivers if state officials do not. Virginia Superintendent of Public Instruction Patricia I. Wright said such a move would "undermine states," while Colorado schools Commissioner Robert Hammond warned such a decision could have "unintended consequences." Duncan said he will release more details about district-level waivers following the Sept. 6 deadline for state applications.
