The case of Marine 1st Lt. Josh Waddell, who ordered troops to fire on an Afghan insurgent planting mines near an area full of civilians and then subsequently found himself facing disciplinary action, has prompted calls for clearer rules of engagement and more protections for rank-and-file troops. Lawmakers are reportedly considering creating "rules of engagement review boards," which would give troops the opportunity to appeal adverse disciplinary actions resulting from ROE violations.
