New Castle County in Delaware experienced serious system failures last year because of the heat inside police headquarters, which houses 9-1-1 dispatchers, so the county will spend $500,000 to install a cooling tower to augment its underground system. The emergency center, certified as a green building when it opened in 2007, has a geothermal cooling system that officials say is about half the size needed to adequately cool the building.
