Incidents where U.S. troops display poor judgment are having a negative strategic effect and hurting the armed forces' public image, say military leaders, including Defense Secretary Leon Panetta. "Maybe we've gotten overconfident and maybe we've gotten a little bit comfortable in our young leaders. ... We have to continue to assist them so they understand what is expected of them," said Gen. Ray Odierno, the Army chief of staff. Marine Corps Commandant James Amos and Marine Gen. John Allen, the top U.S. commander in Afghanistan, have also expressed concerns about troop conduct.
