All teachers should be trained to address the needs of English-language learners, according to a recent paper published by the Center for American Progress. The authors write in the paper that general-education teachers should be trained in oral language development, students' culture and in helping English-learners develop an academic vocabulary. Currently, some states -- Arizona, California, Florida, Pennsylvania and New York -- require ELL training as part of teacher certification.
