Thirty-two states and Washington, D.C., have policies in place to help third-graders become more proficient readers before promotion, according to the Education Commission of the States. This article offers details on what lawmakers have adopted in 2011 and 2012 for third-grade readers in nine states. Most states are looking to test third-graders and offer a mix of interventions -- including extra reading instruction, after-school programs and summer tutoring -- before retaining students.
