The Birmingham, Ala., City Council will spend $125,000 on events commemorating the 50th anniversary of the civil rights movement, including a reception and a downtown festival. The council will also fund a documentary featuring the city's switch to a mayor/council government that will be presented at the reception. "I'm really excited about the documentary because more people need to understand how the change in city government helped promote change among the citizens," Councilwoman Kim Rafferty said.
