Wind power developers are racing to complete their projects before the wind-energy Production Tax Credit lapses on Dec. 31, unless Congress acts soon. Since the PTC began, Congress has allowed it to expire three times, slashing new installations dramatically each time, according to the American Wind Energy Association. A one-year extension being pushed by some lawmakers would not be enough because developers need more time to plan for wind projects, said Elizabeth Salerno, AWEA's director of data and analysis and chief economist.
