The Charlotte, N.C., City Council voted unanimously to put off discussion of $926 million in projects until 2013, leaving the city without a capital budget this year. The vote came after council members were unable to agree on several plans meant to transform the city and encourage economic development. One of the most contentious projects would have extended a streetcar line through the city's center and cost about $119 million.
