A new report by the Washington-based nonprofit Alliance for Excellent Education calls for an overhaul of the federal student financial-aid system. Among the suggestions: streamlining the process and giving simpler, clearer information to families earlier in the secondary education system. According to the report, 750,000 students who turned in a Free Application for Federal Student Aid in 2009 failed to resubmit the application after being notified they initially submitted insufficient information.
