Missouri Gov. Jay Nixon, a Democrat in a state with Republican supermajorities in the House and Senate, begins his second term by indicating he may be more aggressive, including stating his support for expanding the state's Medicaid program. Nixon said persuading lawmakers to expand Medicaid would be an "education process." He said that because the federal government pays the full cost for three years, expansion would mean $1.28 billion a year in federal funds for Missouri.
