Transmission-related issues are limiting the productivity of wind farms in New England, Vermont Electric Cooperative CEO David Hallquist told members of the Vermont Senate Natural Resources Committee. The curtailment policy of ISO New England is responsible for about half of the reduction in output of at least two wind farms in the region, Hallquist said. A plan by Green Mountain Power to install a synchronous condenser by the end of the year might help address the problem, Hallquist said.
