Retiring Sen. Tom Harkin, D-Iowa, has been a staunch advocate of homegrown biofuels, according to the Iowa Renewable Fuels Association. Over the years, Harkin's support for the first energy program in the farm bill, the Renewable Fuel Standard and the biodiesel industry has been "instrumental in ensuring Iowa's renewable-fuels industry can compete against the highly subsidized and mandated petroleum industry," said Rick Schwarck, president of the IRFA.
