California and Washington will require that anyone buying health insurance through a public exchange purchase pediatric dental benefits, regardless of whether the subscriber has children. "That's the way spreading the risk works," said Andrea Rosen, an official with California's health insurance exchange. If a plan does not include pediatric dental coverage as part of a bundled package, the purchaser will be required to buy a stand-alone plan before completing the transaction. NADP argues that some people may drop their own adult dental coverage in order to afford the pediatric benefits.
