The El Paso, Texas, City Council plans to ask a state court to determine whether it can issue bonds to finance the building of a downtown ballpark that would require the demolition of City Hall. The city is facing lawsuits aimed at preventing the demolition. The $50 million stadium would be home to a triple-A minor-league baseball team. City Hall is scheduled to be imploded as early as this spring.
