Kansas lawmakers heard from some local school leaders who oppose a proposal requiring third-graders to score proficient on reading exams or be retained. Marcy Clay, assistant superintendent of Kansas City, Kan., schools, argued that research shows that students held back a year or more in school are more likely to drop out of school. Supporters of the plan cite a policy in Florida as evidence of success, while Jon Hummell, policy director for Gov. Sam Brownback, said the governor's plan is intended to "end social promotion for third-graders who are not able to read."
