Kentucky residents who purchase coverage through the state-run health insurance exchange will pay less than they would if the federal government operated the exchange, state officials say. Washington has proposed adding a 3.5% fee to premiums in states that don't operate their own exchanges, but Kentucky plans to maintain its 1% fee in hopes of reaching annual savings of more than $50 million for consumers.
