Congress needs to take tougher action against patent holders who routinely sue technology companies even though they don't actually make any products, President Barack Obama says. Many companies that might have a strong legal case against the litigants -- often referred to as "trolls" -- prefer to settle rather than incur legal costs. "Our efforts at patent reform only went halfway to the point where they need to go," Obama said in an online chat session, adding that it's also important to protect intellectual-property rights.
